Barriers to Recycled Paint Solutions for Connecticut: A Stakeholder Dialogue

In 2015, Connecticut passed an extended producer responsibility law for paint, mandating the paint industry to run and finance a paint stewardship program in the state. In 2016 alone, this program recovered 51 percent of the state's leftover paint -- or over 320,000 gallons. However, while this paint is being collected at higher rates, all of this new material is currently being exported to other states for processing and recycling, as no recycled paint manufacturers have sited their operations in the state. On top of this, no CT stores even carry recycled paint for consumer purchase. This multi-stakeholder meeting seeks to develop solutions to bring recycled paint to CT.
