Salt Lake City, UT Fluorescent Lighting Dialogue Meeting - April 23 - 24, 2008

 

PSI facilitated the first National Dialogue meeting of fluorescent lighting manufacturers, recyclers, environmental groups, energy efficiency program administrators, retailers, and local, state, and federal government officials in Salt Lake City, UT on April 23-24, 2008. The overall goal of the dialogue is to promote the use of energy efficient lighting while eliminating or reducing the amount of mercury and other toxins released from lamp manufacturing and disposal, through procurement, recycling, and other efforts.

The meeting opened with presentations on mercury in the environment, the manufacturing and recycling of fluorescent lamps, and examples of retail collection of lamps from households. After agreeing on a general goal and process for the dialogue, participants focused on four key issues: (1) source control, including impacts from manufacture;  (2) collection, transportation, and recycling  infrastructure for fluorescent lamps;  (3) public education, enforcement, and incentives to promote recycling; and (4) sustainable financing mechanisms for a nationwide recycling system. The dialogue will address small and large generators (e.g., households, small businesses, and industrial generators).

After discussing a range of potential strategies, dialogue participants prioritized the strategies into three workgroups, which will conduct additional research and other work in preparation for the second dialogue meeting:

1. Infrastructure Study (including general issues related to collection and transportation infrastructure for fluorescent lamp recycling from small generators, options and obstacles for retail collection, and the breakage of lamps being collected/transported for recycling),

2. Bans/Enforcement (for both small and large generators), and

3. Sustainable Financing.
