Overview: Nearly one-third of all municipal solid waste in the U.S. is packaging waste and it is on the forefront of the sustainability agenda for both the public and private sector. Comprehensive producer responsibility laws are in place in Europe and in several western European countries these programs have led to a decoupling of economic growth and packaging waste. Canada has also adopted EPR as a tool to address this growing problem. This call will focus first on reviewing the lessons that can be learned from their experience, with an eye to how these lessons could be incorporated into an American system.

Thinking through Stakeholder Roles in EPR Systems for Packaging

Tuesday, February 1

Overview: Applying extended producer responsibility to packaging in the U.S. would mean a shift in the roles and responsibilities of many companies, as well as state and local environmental agencies.

What might packaging EPR mean for you?

Victor Bell will describe the types of activities that each stakeholder might undertake or experience from the start of an EPR program through maturity, using examples from around the world. Participants will hear how other countries have transitioned to an EPR system, including changes in the way materials are handled, costs, and oversight responsibilities. He will address the dynamic tension between local governments concerned about losing control of the system they traditionally managed, as well as brand owners wanting greater control over a system they are asked to pay for. Through Victor's presentation and a discussion facilitated by Scott Cassel (PSI), call participants will gain a better understanding of how their counterparts operate under packaging EPR programs in other countries, and will share ideas about what could work best here in the U.S.

Packaging EPR and Container Deposit Laws

Wednesday, February 9
12:30 – 2:00 PM EST  / 9:30 - 11:00 AM PST

Overview: Extended producer responsibility (EPR) is being considered as an approach to manage all consumer packaging materials in the U.S., including beverage containers. Currently, ten U.S. states have container deposit laws, or "bottle bills,” in place. These laws have proven to more than double the rate of return of bottle bill containers as compared to non-bottle bill containers. They also result in a relatively clean stream of secondary materials (e.g., aluminum, glass, other metals, and/or plastics) that yield higher value than other mixed recyclable streams. On this call, we will learn from a representative of the Quebec government, where a container deposit system operates alongside an EPR system for packaging and printed materials. We will also hear from a panel of experts from the U.S. and Canada about different approaches to managing these three components ¬(packaging, printed materials, and beverage containers). We will explore the costs and operational aspects of separate systems and combined systems, and discuss how the U.S. might implement a program for the target materials.

Industry Trade Organization Perspectives on Packaging EPR in Canada and Europe

Tuesday, February 15

Overview: While the United States targeted electronics, paint, and mercury products for our early extended producer responsibility (EPR) programs, Europe tackled packaging. More than 30 European countries have packaging EPR laws, with some systems in place for 20 years. Four Canadian provinces also have EPR laws on packaging, and almost all the provinces have container deposit laws. This webinar will feature key industry representatives from Europe and Canada providing their perspectives on packaging EPR systems, including positive program aspects, challenges they face, and advice for us in the U.S. about how to do it better. There will be plenty of time for questions and answers.
