Background Resources and Materials
Overview: Overview: Extended producer responsibility (EPR) is being considered as an approach to manage all consumer packaging materials in the U.S., including beverage containers. Currently, ten U.S. states have container deposit laws, or "bottle bills,” in place. These laws have proven to more than double the rate of return of bottle bill containers as compared to non-bottle bill containers. They also result in a relatively clean stream of secondary materials (e.g., aluminum, glass, other metals, and/or plastics) that yield higher value than other mixed recyclable streams. On this call, we will learn from a representative of the Quebec government, where a container deposit system operates alongside an EPR system for packaging and printed materials. We will also hear from a panel of experts from the U.S. and Canada about different approaches to managing these three components ¬(packaging, printed materials, and beverage containers). We will explore the costs and operational aspects of separate systems and combined systems, and discuss how the U.S. might implement a program for the target materials.
