This fourth and final webinar in our series on product stewardship solutions in rural areas will assist solid waste collectors in planning for the management of carpet and mattresses—two bulky, difficult-to-handle items that require certain infrastructure to be reused or recycled.

Featuring a diverse panel of speakers, this webinar will walk attendees through best practices for setting up the infrastructure for carpet and mattress stewardship programs. It will present information about the amount of collection space required, transportation requirements, appropriate processing centers, and materials recovery. And, it will discuss opportunities for all states to increase recycling opportunities and build capacity for carpet and mattress stewardship legislation.

Currently, only California, Rhode Island and Connecticut have laws regarding the proper disposal of mattresses and carpets. But stakeholders from all Northeast states are strongly encouraged to register for this webinar, as the lessons learned from carpet and mattress stewardship programs will help any site considering opportunities to more effectively manage these bulky products.



Chris Hudgins

Vice President

International Sleep Products Association

Christopher Hudgins is the Vice President for Government Relations and Policy at the International Sleep Products Association (ISPA).  Chris is responsible for all of ISPA’s government affairs activities and serves as the face of the organization before policy makers.

In 2013, Chris was integral in negotiating the enactment of the nation’s first mattress recycling laws in California, Connecticut and Rhode Island.  Chris also serves as Vice President for Industry and External Affairs for the Mattress Recycling Council, the non-profit organization created by the mattress industry to implement these laws.

Chris previously handled government relations for the Association of Home Appliance Manufacturers and, prior to that, the National Prostate Cancer Coalition.  Chris also served on the staff of former U.S. Congressman and House Commerce Committee Chairman, Representative Tom Bliley. 

Chris is a graduate of the University of Richmond and lives in Washington, D.C. with his wife and son. 

Walter Willis

Solid Waste Agency of Lake County, IL

Walter Willis has been the Executive Director of the Solid Waste Agency of Lake County since 2007 and is responsible for overseeing the Agency's solid waste and resource management programs, and implementing the Lake County Solid Waste Management Plan.  Prior to joining SWALCO, Mr. Willis worked in the waste and recycling industry as a consultant for approximately 20 years developing solid waste management plans and assisting with solid waste facility development projects throughout the United States.  He began his environmental management career with the Illinois Environmental Protection Agency back in 1987 after receiving his Masters in Public Administration from Southern Illinois University.

Carpet America Recovery Effort (CARE)

Brennen Jensen joined Carpet America Recovery Effort (CARE) in 2013 and now serves the California Carpet Stewardship Program Manager. This first of its kind Extended Producer Responsibility program is forging new ground in bringing industry to the table as a leader in sustainability, to create new opportunities for post-consumer carpet in a nascent marketplace. Since 2011, the Program has converted 151 million pounds of post-consumer carpet into recycled output, and resulting in an estimated reduction in associated greenhouse gas emissions of over 130,000 metric tons of carbon dioxide equivalent (MTCO2e). The Program includes an targeted effort aimed at Rural County regions of California to increase access and participation in these regions. Presently 16 rural counties and 19 collection sites are participating in this targeted effort.
