Rural areas often face unique challenges with paint collection, largely because they tend to be comprised of very small, yet sprawling, populations. This can drive up transportation costs and make it difficult to establish convenient collection sites. It is also quite difficult to build infrastructure for new paint collection sites and reuse programs in rural areas, and to educate rural area residents about the new programs, particularly in states that do not have paint stewardship laws.

Featuring a diverse panel of speakers, including John Hurd, Maine and Vermont Program Manager of PaintCare, Dianne Woske, Recycling Coordinator of Fulton County Dept of Solid Waste, Rich Backer, Special Waste Programs Coordinator of Northwest Solid Waste District, and Travis Garner, Yard Manager of Parr Lumber Company, this second webinar in our series on product stewardship solutions in rural areas will explore low-cost ways to reduce paint waste—both for states with paint EPR laws and for those that are preparing to pass paint EPR laws. For states with laws, the webinar will examine requirements for rural collection, identify and resolve challenges that are unique to rural areas, explore ways to maximize material diversion, and assess options for promoting retail involvement. For states considering laws, the webinar will explore ways that rural communities can drive leftover paint to its highest and best use, examine ways these governments can prepare now for future paint legislation, and identify techniques for local governments to get their legislative priorities addressed in EPR laws.



Diane Woske

Recycling Coordinator

Fulton County Department of Solid Waste, NY

Dianne Woske is the Recycling Coordinator for Fulton County, NY, a position she has held for the past 15 years. Working at the Fulton County Dept. of Solid Waste in Johnstown, which operates a landfill and dual- stream MRF, Dianne is involved with municipal curbside pick-up routes, transfer station drop-off, competitive bidding and sale of processed materials. Along with community education and publicity, she is also involved in a number of county-wide recycling programs including electronics collection, HHW, Latex Paint Exchange, and textile recycling.

Dianne is past president and serves on the Board of Directors of the New York State Association of Reduction, Reuse and Recycling (NYSAR3), representing Chapter 5, the Adirondack region. Previously, she was a reporter and editor at The Leader-Herald, of Gloversville, NY. Dianne has an AAS degree in Graphic Arts from Fulton-Montgomery Community College and a BA in Journalism and Communications from Empire State College. 


John Hurd

Maine and Vermont Program Manager


John Hurd joined PaintCare in December 2013 to launch the Vermont PaintCare Program. With a year of successful paint collection in Vermont, he  is currently working on launching the Maine program this year. John previously worked as a recycling and household hazardous waste coordinator for the Greater Upper Valley and Northeast Kingdom Waste Management Districts in Vermont after a varied career in paint application and sales. 


Rich Backer

Special Waste Programs Coordinator

Northwest Vermont Solid Waste Management District

Richard Backer, Hazardous Waste Program Coordinator, brings 25 years of  environmental management experience to the NWSWD.  He has previously  worked in mining and metals, electric transmission and distribution, site  remediation, biosolids program management and environmental  consulting.  He has regulatory program experience in RCRA waste, PCBs, storm and drinking water, NPS pollution prevention, air, spill prevention and countermeasures, ISO 14001 and facility auditing.  Richard has worked in several New England states and the southwest.


Travis Garner

Parr Lumber Company

Travis Garner has been working in the LBM industry since 1998 and currently manages a pro focused lumberyard in Prineville, Oregon. Travis has worked with the PaintCare program since its inception in Oregon in 2010. Travis has good working knowledge of the retailer’s responsibilities with the PaintCare program.
